NeighCon, organized by Harmonic Ventures, Inc., is a fundraising event for equine charities and a platform for artists in the My Little Pony fandom to showcase their work.

1. General Rules

  • All attendees and participants must be 18 years or older.

  • All hotel policies, Baltimore City ordinances, and Maryland laws must be followed at all times.

  • Actions that disrupt the convention, damage relationships with guests, venues, or the public, disrupt the normal business proceedings of Harmonic Ventures, Inc. or harm Harmonic Ventures, Inc.’s reputation are prohibited and may result in a permanent ban from future events.

2. Behavior and Conduct

  • No smoking or vaping anywhere on hotel property.
  • Alcohol may only be consumed in designated areas at the hotel.
  • No adult-themed material may be displayed in public hotel areas.
  • Playing music or making excessive noise in public hotel areas is not allowed.
  • Harassment will not be tolerated and includes:
    • Unwanted physical contact
    • Stalking
    • Intentional disruption of convention activities
    • Threats (verbal or written)
    • Property damage
    • Loud profanity or slurs in public
    • Commercial photography/recording without written consent from Harmonic Ventures, Inc.
    • Any action that endangers oneself, others, or the smooth operation of the event
  • Appropriate clothing and footwear must be worn in public spaces. Clothing may not expose or give the appearance of exposing genitalia, buttocks, or breasts, and may not depict:
    • Sexual acts or genitalia
    • Sexual bodily fluids
    • Gore, extreme filth, bodily waste, or other graphic images
  • Wearing large hats or costume heads may require relocation to the back of panel rooms as they can obstruct the view of attendees.
  • Displaying any political symbols or slogans are strongly discouraged and you should avoid display of any contentious symbols, imagery, or slogans; you may be asked to cover or remove these items from convention spaces
  • While not required, we generally recommend costumes, attire, and accessories that reflect a My Little Pony focus.

3. Prohibited Items

  • The following are banned from convention spaces:
    • Functional firearms
    • Realistic firearm replicas
    • Functional projectile weapons (e.g., blowguns, bows, slingshots)
    • Sharpened metal blades
    • Explosives
    • Blunt weapons (e.g., brass knuckles, clubs, nunchaku)
    • Drones
    • Large flags (exemptions may be made on a case by case basis)
    • Any item prohibited by hotel policy

4. Badges & Admission

  • Badges must be worn visibly at all times in convention areas and only by the individual they have been assigned to..
  • A valid badge is required for entry to all convention spaces, including vendor halls, panels, concerts, and any other event held by NeighCon, even if additional fees or reservations are required.
  • Tampered, modified, or counterfeit badges will be revoked.
  • By attending, badge holders grant Harmonic Ventures, Inc., and its affiliates the right to photograph or record attendees, events, and public spaces for any lawful use, indefinitely.
  • All badges remain the property of Harmonic Ventures, Inc., until the completion of the event

5. Venue Rules

  • Event or hotel staff may require any space to be vacated immediately. In such cases, please follow hotel staff instructions.
  • Advertisements for gatherings or meetups may be posted only if tasteful and placed without causing damage or disruption to the hotel.

6. Changes to Programming & Rules

  • Schedules, events, activities, and venue access may change without prior notice or compensation. Updates will be announced via email, the NeighCon website, and social media.
  • The Code of Conduct may change at any time. Changes before the event will be emailed to attendees; changes during the event will also be announced as widely as possible.

7. Liability & Responsibility

  • Harmonic Ventures, Inc. is not responsible for goods or services provided by vendors; such transactions are solely between vendors and buyers.
  • Harmonic Ventures, Inc. is not responsible for lost, stolen, or damaged property, or for any injuries sustained during the event.
  • Incidents in private hotel rooms are the sole responsibility of the person renting the room, including payment for damages.
  • You agree to indemnify, defend, and hold harmless Harmonic Ventures, Inc., from any and all damages, losses, claims, liabilities, charges, suits, penalties, costs, and/or expenses, including but not limited to court costs, attorney fees, and expenses, resulting from any act (whether intentional or not), omission, or negligence of any injury to yourself.
  • Failure to follow these rules may result in badge revocation, removal from the premises, police/security action, and/or permanent banning from future Harmonic Ventures, Inc. events.
